BRAVO-CHARLIE DIRECTION AS TO FURTHER CONDUCT

SUBJECT: Operation BRAVO-CHARLIE — Direction as to the Further Conduct of the Program
TO: W. Seaton, Division Chief, Western Europe
Reference is made to your memorandum of 19 September 1955.
The memorandum has been read.
You are directed to suspend, with immediate effect, all operational activity in respect of the above-captioned program. No trial of the apparatus is to be conducted, no preparation for any such trial is to be undertaken, and no commitment of personnel, materiel, or funds is to be made, pending further direction from this Office.
You are further directed to cause the file of the program, complete in all its parts, including the materials forwarded under separate cover with your memorandum and including such further materials as may be held by your Division and have not previously been entered upon the file, to be surrendered to not later than 1700 hours on Friday, 30 September 1955. The said officer will receipt for the file upon delivery and will be responsible for its custody pending the review hereinafter referred to.
The program will be the subject of a review to be conducted at a level not specified in the present memorandum. The composition of the reviewing body, the scope of its inquiry, and the disposition of its findings are reserved. You will be informed of such of these matters as it is determined you require to know.
You will refrain, during the period of suspension and review, from communication concerning the program with any person not previously read in, and from communication concerning the program with any person previously read in save upon matters strictly necessary to the discharge of the present direction. The historical consultants attached to your Division are to be informed of the suspension and are to be instructed to retain all materials in their possession pending further direction. The personnel of the Office of Scientific Intelligence attached to the program are subject to corresponding direction issued by that Office.
You will hold yourself available to the reviewing body upon such notice as may be given.
The Director has been apprised of the issuance of the present direction.
