TO MEMORANDUM OF 7 NOVEMBER 1954
SUBJECT: Particulars of PAPERCLIP Personnel Attached to Operation BRAVO-CHARLIE
The personnel particulars set forth below are furnished in supplement to the memorandum of 7 November 1954 and are to be treated in accordance with the security provisions governing the program. This Annex is forwarded under separate cover and is not to be associated with the principal memorandum in any file of a classification lower than . The roster is complete as of 31 October 1954 and reflects the composition of the technical group at the conclusion of the preliminary phase.
Dr. , principal technical officer of the program, was acquired under Operation PAPERCLIP in the latter part of 1946 and has been retained at since that time. His previous employment was with the installation at , where he was engaged from 1939 until the cessation of hostilities upon the theoretical investigation of phenomena associated with the displacement of matter in fields of high energetic density. The particulars of his earlier academic career, including his association with the Institute of Theoretical Physics at under Professor , are set forth in the file maintained by the Office of Security under reference . His political clearance was reviewed and reaffirmed in June 1953 in connection with his assignment to the present program. The Office of Scientific Intelligence is of the opinion that no other specialist presently available to this Agency possesses comparable familiarity with the theoretical basis of the apparatus, and that the continued availability of Dr. is essential to the further conduct of the program.
Dr. , of the technical group, was acquired under Operation PAPERCLIP in 1947 and has been employed since that date at the facility, where his work has been principally concerned with the instrumentation of high-energy experimental apparatus. His previous employment was with the group at from 1941 until the cessation of hostilities. The matters bearing upon his political clearance have been reviewed at intervals by the Office of Security, most recently in March 1954, and are set forth in the file maintained under reference . His attachment to the present program was effected in June 1954 at the request of the principal technical officer, with whom he is reported to have had a prior professional association.
Dr. , of the technical group, was acquired under Operation PAPERCLIP in 1948 following an interval of employment with in the immediate postwar period. His specialist field is the metallurgy of materials subjected to extreme transient conditions, and his work upon the program has been principally concerned with the characterization of the apparatus components recovered in the course of the incident of July 1947 and with the preparation of replacement parts where the original components have been found unserviceable. His previous wartime employment was with the Institute at . The particulars bearing upon his political clearance are set forth in the file maintained by the Office of Security under reference . The Office of Scientific Intelligence notes that certain reservations as to the political reliability of Dr. were entered upon his original clearance in 1948, that these were the subject of further review in 1951 and were not upheld, and that his work upon the present program has given no occasion for further reservation.
, of the technical group, was acquired under Operation PAPERCLIP in 1949 in the capacity of senior technical assistant rather than as a principal investigator, and is not of doctoral rank. His employment in the wartime period was with the works at as a foreman of precision assembly. His value to the program lies in his familiarity with the manufacturing methods employed in the production of certain components of the apparatus, which are not readily reproducible by means available in this country. The particulars of his case are set forth in the file maintained by the Office of Security under reference .
The four specialists named above constitute the German element of the technical group. They are supported in their work by personnel of this Agency and by personnel of the facility, particulars of whom are not set forth in the present Annex but are available from the Office of Security upon request.
The conditions of employment of the German specialists, including the arrangements for their residence at and for the residence of such of their dependents as are present in this country, are administered by the Office of under the standing arrangements applicable to personnel acquired under Operation PAPERCLIP. The Office of Scientific Intelligence has not, in the conduct of the preliminary phase, had occasion to seek modification of those arrangements, save in respect of the security provisions, which have been augmented to reflect the classification of the present program.
It is noted for the record that none of the German specialists named above has been read in to the full scope of the program. Each has been informed of the technical character of the work to which he is assigned and of the security provisions applicable thereto, but the operational object of the program, including the contemplated field trial, has not been disclosed to any of them. The Office of Scientific Intelligence is of the opinion that this arrangement is consistent with the proper conduct of the program and proposes to maintain it until such time as the further authorization contemplated in the directive of the Chief of Operations renders modification necessary.
